BOARD OF SELECTMEN MEETING

The meeting of the Board of Selectmen was held at 7:00 pm in the Sharon Town Hall with Chairman Walter “Joe” Roach, Selectman, Selectman Richard A. Powell and Selectman William A. Heitin

 

Town Accountant Cindy Doherty: Budget Review

 

Town Accountant Cindy Doherty reviewed the Primary Budget and the Option 1 Budget.  She explained the ramifications of the level funded budget which is the primary budget.  The Primary Budget is $219,460 and the Option 1 Budget is $225,932.

 

Administrative Assessor Mark Mazur: Budget Review 

 

Administrative Assessor Mark Mazur reviewed the Primary Budget of $244,672.   He said what is notable this year is that the State has changed Sharon’s revaluation year to 2014 which will help the Town budget wise for this fiscal year.

 

Information Technology Director Donald Hillegass: Budget Review

       

Information Technology Director Don Hillegass reviewed the Primary Budget of $224,663 and the Option 1 Budget of $227,096.  He also spoke about the purchase of a Document Image Scanner which will assist the Town in document management and allow for off site document retrieval. He said a training for all employees regarding the proper use of the scanner will take place within the next month.  He also said hopes to have all Town departments on the same phone system within the next year.

 

Sharon Historical Commission Chair Dave Martin: Budget Review

       

Dave Martin the Chairman of the Sharon Historical Commission explained that because of the new Open Meeting Law Posting requirements that his committee is requesting $500 to pay for a part-time secretary.  This is in addition to the traditional $650 budget line item.  He also said that the Historic Inventory that started several years ago is ongoing.

 

Veteran’s Agent Paul Bergeron: Budget Review

Veterans, Veteran’s Graves, and Community Celebrations

 

Paul Bergeron Veteran’s Agent explained the history of his Department stating that after the Civil War it was required by state statute that each Town have a Veteran’s Agent to help Veterans obtain assistance. The Primary Budget for the Veteran’s Budget is $31,572 and the Option 1 Budget is $32,203.  He said the Primary Budget for Memorial Day and Community Celebrations is $2.518 and the Option 1 Budget $2568. The Veteran’s Graves Primary Budget is $3,698 and the Option 1 Budget is $3772. 

 

 

 

Finance Director Bill Fowler: Treasurer/Collector Budget Review

 

Finance Director Bill Fowler said the Primary Budget for The Treasurer/Collector office $407,209 and the Option 1 Budget is $418,354.  He said that the Option 1 Budget restores 4.25 hours that was cut in the Primary Budget and adds back money for the Financial Consulting Line.

VOTED: (Powell/Heitin) Voted unanimously to approve the Regular Session minutes and Executive Session Minutes of October 12, 2010

 

approval of change in composition of horizons for youth committee

 

Chairman Roach recused himself.

 

Selectman Heitin explained that the need for this Committee has passed.  However, the Board would like to have a few members involved through the completion of the construction.

 

VOTED: (Powell/Heitin) Voted upon motion duly made and seconded, the Board hereby votes to amend the composition of the Horizons for Youth Property Reuse Committee, created by vote of the Board on April 5, 2007, by reducing the membership from fourteen (14) members to three (3) members, as follows:  Michael Bossin, Jay Braunstein, and Gary Bluestein.

 

APPROVAL OF NOTICE OF AWARD FOR SEPTIC SYSTEM AT HORIZONS FOR YOUTH ADMINISTRATION BUILDING

 

Chairman Roach recused himself.

 

VOTED: (Heitin/Powell) Voted to approve the Notice of Award for the Horizons for Youth Administration Septic System to Ferrara Construction for $19,173.

 

VOTED: (Heitin/Roach) Voted unanimously to adjourn to Executive Session for the purpose of discussing

collective bargaining, pending litigation and real property and at the conclusion thereof to adjourn for the

evening.

The Board adjourned to Executive Session at 7:55 p.m.
